its 10- 14 ft high and 7ft wide, we planted it 10 years ago in the middle of the garden and has continued to look spetacular each year, we prune it by reducing the branches that are too wide

I'm not sure what a 'moroccan broom' is - do you know its latin name, or have a photo you could post, please, then someone will be able to help you.
Are you sure it's dead and not just late in leafing? Do a scratch test - scrape a little bark back and see if the wood is brown or green underneath. Also try snapping a few twiggy bits - both these will give you an indication as to its well-being.
