should you scarify a lawn when it is wet?

I am getting conflicting advice about scarifying. I have always been under the impression that lawns must be dry before scaifying but some so called "experts" are telling me that it doesn't matter whether lawns are wet or dry!

Well i would not do it when its wet, there is no point, i have just done mine yesterday when it was reasonable dry as we were due rain today, i have also put seed down as it was patchy when i had finished.

would have thought it was the same as cutting the lawn..............best done in the dry.
