I don't know which hebe this is, but hebes do have a tendency to flop from the middle showing only bare stems, which do look dead. The only cure I have found is to prune off flower/seed heads after they flower and give the whole plant a bit of a haircut at the same time. This seems to boost growth further down the stems and stop the middle section becoming so bare. Hope this helps.
