Yes I've grown bougeainvillea in this country - (Bristol) nearby we have Bradford on Avon who where you'll find specialist Westdale nurseries who does mail order - find them at http://www.westdalenurseries.co.uk/ - they tell me they ship all over the world including Far East!
Mine lasted all summer in a pot in the garden fed with Vitax Q4 - as recommended by Westdale. Need to be careful not to overwater - my mistake was not insulating it well enough in the greenhouse over winter - the selection at Westdale is very comprehensive and they now sell stuff which will withstand temps as low as 2 degrees.

I wouldn't chance leaving it out overwinter, it is not hardy. The hardiest version of Bouganvillea is a variety called Glabra which is dark pink/light purple in colour. you could always put it in a pot and bring it indoors overwinter after growing it outside for the Summer, but I don't think anyone in the UK grows them outside, I await to be proved wrong!!

My mother has one growing in a pot indoors - see my Cornish Garden blog.

Depends where you live - we certainly couldn't up in northern Scotland. Checking various websites seems it is conservatory or greenhouse not outdoors
