Assuming you used an Autumn feed in September, that's fine, so no problem with being over fed - unless you over applied it and burned it. Even if you used an ordinary feed, the weather was so mild that shouldn't have been a massive problem.
What, precisely, is the matter with the grass currently? Do you have a dog who uses it in winter?

i did not use an autumn feed but the evergreen liquid feed that i have been using throughout the summer applying every five to six week: the feed is already mixed and applied by attaching to a hose and sraying: there is still patchy growth but in places is has been reduced to bare soil

I'll repeat my other question and add some.
1. Have you got a dog?
2. Has the lawn been walked over frequently during winter?
3. Is the lawn in a shady area of the garden, or under trees?
4. Was it new turf sometime in the last year? Or an old, established lawn?
Sorry about the questions, but without more information and a fuller picture, its difficult to give you any advice as to the cause of the problem, and the remedy necessary.

Need to establish a few things before answering you - first, are you in the UK? Second, have you been feeding your lawn during the winter?
If not, when was the last time you fed it, and what with?
