I have a very old garrya eliptica at the bottom of my garden, since it was severly pruned about 4 years ago, it has not produced tassles. is there anything I can do to encourage it to do so?

You could try feeding it, if you didn't do that after it was severely pruned. Give it a dressing of a general purpose fertiliser such as Vitax Q4 or Growmore, or water in some Miracle Gro general purpose.
