My water in the greenhouse is full of algae
is this still ok to us it on my seedlings or my tomatoes in the greenhouse

I would not use it on seedlings myself. You are introducing spores of, at least, Liverworts on to the compost and that does interfere with the growth of seeds and seedlings. I know it is not' green' but in many ways you are better watering baby things with tap water. The chlorine in it keeps it sterile so you are not introducing pathogens via the water as you do with rain water.
