I have 48 buxus sempervirens saplings 6/7 inches tall.
should I plant them out or pot them on for planting next year?

Depends how easy it will be to keep them well watered - if that's easier in pots, then pot them, but if you can ensure a steady supply of water without their drying out in the ground, then plant them out.
