i have a compost tumbler, compost can be dug into garden, what can i use the liquid that drains during rotting down. can it be used as feed, if so what dilution, and what can i use it on

I would throw it on the grass undiluted but not onto any plant. You are better to make liquid feed by adding comfrey or nettles to a bucket of water and leave that for a few weeks then use that liquid around plants as that has nutrients.
