i have a compost tumbler, compost can be dug into garden, what can i use the liquid that drains during rotting down. can it be used as feed, if so what dilution, and what can i use it on

Dilution rates will be hard to calculate, since it will be of a variable analysis. When in doubt, no more than 2 ml per liter. It should be good for almost anything, except cactus, and some alpines.
