what sort of evergreen tree can I buy that is 6' to start with but grows no more than 10' , not a fir tree variety.

Evergreen, not coniferous, max 10 feet, none. Deciduous, yes, evergreen no.
You could buy Euonymus aureus and keep it clipped to the shape and height you want, but I wouldn't recommend buying a 6 foot one to start with - younger plants settle in and grow better than mature specimens.
