I'm wondering why you'd want to for one thing, but no, you certainly can't - a lawn consists of lots of little grass plants, all of which need to put roots into the soil.

I stripped a large lawn to re-turf it and for some idiotic reason whoever laid the existing lawn laid it on 7mm mesh netting. Was an absolute nightmare stripping the turf, nigh on impossible unless on hands and knees. Over complicated human beings.

It wasn't the layer that put the mesh down it was the turf growers.

They do this so that they can cut the turf thinner without it breaking up when lifted .

To make the turf thicker takes up a lot of topsoil from their field which will eventually need replacing, and at the price of good topsoil nowadays, netting is cheaper.

Plus in the longer term they can get more sowings per batch of topsoil, meaning more turf per acre.

Teegee's right - and when its present in turf, it is a right pain in the proverbial if you ever need to clear it, as you've discovered, Funguy...
