Can you plant bedding plants in a hanging basket?

Yes,that's what the majority of people buy baskets for. Choose trailing plants with upright ones in the top. Summer bedding is tender, so you can't put the basket out till mid or end of May, depending no the weather, after risk of frost is past.

I agree with Gattina and Bamboo!
Although I find plants that traditionaly grow quite tall are usefull in the bottom layer of the basket.
What happens is; the plants hang down when planted then they bend naturally to the light.
I find this gives width to the basket and is a change to the traditional trailing plant that most people use, not that I am knocking this method, I am just mentioning an alternative.
There are a few pictures here that shows you what I mean'
