I have two large pots close to the front door each filled with about 30 Tulip 'White Triumphator'. Over the last week about 30 flower heads have been broken off and left hanging by a 'thread' of stem.
The other pots of different varieties of tulip which are in the same place have not been affected.
I don't think it is a 2-legged pest. We are fairly rural and get all the other sort of pests.

I that this was answered in a duplicate question. Personally I think it is the wind. Planting the taller tulips deeper and in less exposed (difficult but wind tend to come from SW but the cold spell we had brought it from the north and wrecked by Acers!). In the US they mulch them with coconut husk pretty deeply which really seems to help
