Roses cope very well with clay soil and there are some that have been bred to stay small. Any with the names of counties only grow to a couple of feet or so - I have 'Suffolk' which has red flowers

a small purple flowered Parahebe, that would fit the bill as would some of the heathers. Dwarf Hebes also and perhaps some of the slower growing/dwarf conifers. I have a good juniperis that is no more than 2 1/2ft tall by 3ft wide. All of these are also evergreen so good colour all year.
