is the risk of frost to plums limited to the blossom only. Is it safe once the fruit has set

Frost usually affects the blossom as you say and not the fruit. If you are going to have a big dip in temp then you could cover the tree with fleece or an old bed sheet, if it's a small tree. Otherwise it will have to take it's chances if it is a big tree.
