This is a high phosphate fertiliser which is generally associated with root growth.
It is suitable for seedlings that have to produce rapid root growth for example; newly planted seedlings,legumes, and bare rooted trees and shrubs.
Use sparingly with young seedlings but you can be a bit more generous when planting out new trees and shrubs.
