Phlox Paniculata advice

This plant in top pic was ID'd as a Phlox Paniculata by the GYO community last year. This year lots of little growth has appeared in the ground around the plant (second pic) and the leaves look very similar indeed. Is this seeding from the main plant or something completely different ie Weed!!!?

I've got this one in my garden and I would say they are new plants, they tend to be a paler green in colour
