Looking at the base, it looks like some sort of Euphorbia to me too although I'd have expected to see some of the bracts by now.
I like these plants and have one, but they're not everybodies cup of tea. Careful of sap and stuff if it is a euphorbia, 'cause they're poisonous.

Yes I think its a euphorbia too. There are so many different varieties so I am not sure exactly which one this is. Many people wear gloves when handling euphorbias because they can affect the skin.

The fact that the plant is sitting right next to the fence leads me to think that the roots are from a plant next door. I've got bloomin' bindweed coming from my next door's garden, :-(

is it a caper spurge? also a euphorbia. I have a permanent mark on my face from euphorbia sap so be careful if you damage it.

Looks a bit like Euphorbia lathyris (mole plant) but that normally has four leaves round the stem so I could well be wrong. This looks as if has three? Check out the euphorbia on google images.
