Can this Fir Tree be helped?

Not even sure what kind of tree it is but it looks like a fir tree which is situated about 10 feet from the chestnut tree mentioned in my previous post. It looks dead from the bottom up to around 5 feet. From 5 feet upwards it looks healthy. Can I do anything to help it along?

Certainly not a fir, from the little I can see looks like a lawson (Chamaecyparis Lawsoniana)

No - once the branches get to this brown dead state, they will not regenerate. Sorry. :-(
