I know its the wrong time of year and they are yet to flower but would it be safe to lift some established Phlox and move them?

If you mean Phlox paniculata? I have a great many and I would not moved them in high summer even if it is wet, a few hot days and they may well not survive.

Its going to rain this weekend. So the soil wont fall away from the roots.
Dig a hole the size it needs to be.
Carefully insert a sharp spade around the plant. Lift without disturbing the roots - you may need some help with this- and carry to the new location.
