What is the blue powder on my privet hedges?

Where is this blue powder, precisely, and are there any other symptoms,such as die back, curling, blackening, excessive leaf loss, rotting, etc.? And a photo or 2 would be good, as Teegee says...

All I can think of is Powdery mildew, but I wouldn't say this is blue!
