Does the Complete Evergreen lawn feed have any harmful affects to birds etc.?

Not specifically, unless they walk over the lawn before it's washed in - this also applies to cats, dogs, etc., because the granules can irritate the skin and obviously, with cats, the danger is they'll lick the granules off their paws. If you're really worried about it, don't put it down till you know it's about to rain, or water it in well after spreading.
