No, its not evergreen, drops its leaves in winter - there isn't one fully hardy plant with red or purple leaves that keeps them during winter, well, there's a Coprosma, but that's not entirely hardy.

If you put it in a fairly dry place incorporate some gel crystals in the planting hole because they cannot tolerate being dry for long. I nearly lost two fastigiate berberis in past years, one a Red Pillar and the other a golden one whose name I forget and this solved the problem both times.

Its an average grower, not particularly fast or slow. I planted one in a client's garden nearly 2 years ago, will take a photo for you to see if you want me to. I do know its not a great colour this year because of the lack of sunlight - should be quite red leaved, but will be brownish in dull conditions.
