Son has just cut lelandi and has had an allergic reaction on his arms. Is this normal

Yup perfectly normal - I wear a long sleeved top and gardening gloves before trimming the hedge or pruning any conifer - if I don't red itchy rash... it will go quite quickly.

Calomine lotion, if it still exists, would probably help more. Or something with lavender in it possibly.

also take periton/ becinase or anti-histamine tablets as this will work inside out so to speak.

Yes , the bark and the sap can both produce an allergic dermatitis type of reaction in some people.
