Why isn't my victoria plum tree shooting leaves?

I RECENTLY BOUGHT 5 TREES ALL THE OTHERS ARE SHOOTING LEAVES BUT MY PLUM TREE IS NOT I WAS PUZZLED AS ITS SUPPOSED TO BE 3 YEARS OLD

Try scratching the bark to see if its dead or not - if it isn't, you should see live wood, either straw coloured or greenish. Might be a dud.
