I have 2 apple trees and for all the 12 years we have lived here.the apples have never been bigger than marbles,the leaves turn black and drop in June. How can I treat them?

That is Scab with a vengeance. About the best thing you could do is spray now with a systemic fungicide and forget about any fruit for this year. Remove and burn any fallen leaves and all the apples.
Then for next year, I would clear the area around the base of the tree and feed it with Maxicrop according to the info on the bottle.

Having looked at the apple picture again, I am wondering if this is a Crab apple rather than an culinary one. In which case the fruit is normal size. Makes good Crab apple Jelly or Wine.
