Turf should be laid on open ground, with no barrier such as concrete or paving, beneath.

If in a raised bed, or roof garden, or suchlike, provide at least 30 cm of soil, with provisions for drainage below, and be prepared to water during droughts--a hosepipe ban may be the end. Putting greens will need other special considerations, which I am not expert on.
