Looks like a fungal infection, either Pansy Downy Mildew or Pansy Leaf Spot - remove older leaves that are affected, and you can try spraying with a fungicide - that sometimes helps. If you do spray, do it beneath the leaves and on stems too - the whole plant, till it runs off.
