when is the best time to repot a torbay palm?

I've got two of the purple ones in pots outside my caravan in brixham,devon.they are in full sunlight all day. One is quite a bit bigger than the other. Also, what is the best compost to use?

I'd repot now, using John Innes No. 2 or 3, depending on how big/mature the plants are.
