it is what has drained out. If I can use it to feed the plants in baskets & in the garden, do I have to dilute it.

As Moongrower says, yes. I would not use it as a liquid diluted feed, mix the liquid with soil and use it as a top dressing.

i would be tempted to dilute it 50/50 as it will be quite strong, and use it as a liquid feed.

I would dilute it too until it looked the colour of weak tea.
