Whats eating our Horse Chestnut tree?

We live in London and share a big communal garden. We noticed a problem in one of the Horse Chestnut trees.
The top part of most branches had been broken and the inside of the branches eaten, while the leaves and all the rest are being discarded. Do you know who could be responsible for this damage? (other horse chestnut trees don't seem to be affected.

Are there a lot of squirrels active in that particular tree doing the damage?

Keep watchful. Maybe you will see. It does sound like a big creature rather than a small one.

I watched a squirrel last year at the top of our horse chestnut breaking off new growth and eating something, couldn't see what.
