The Geranium himalayense (in the border) has flowered - can I cut it back now (July)as it is smothering the rest of the flowers in its vacinity.

Yes ,cut back very hard immediately after flowering and they'll often flower again in 4-6 weeks.
I cut mine back hard again in mid to late September and they'll green up and stay looking tidy all winter and be ready to flower again in spring.
It's a good idea to remove half the plant entirely every 2-3 years as they tend to spread rather rapidly. The best time to do this is in autumn or early spring .

Yes you can, I cut them back when the flowers are going over to keep in check as they get so wide, and in the autumn I cut back even more and give them a thick mulch.
