Could be sap leaking from a damaged area? The inside of the leaves is like jelly and is what is used medicinally.

In pots, a commercially available "Cactus Mix". In the ground--assuming your winters are mild--1 part coarse sand, 1 part pumice or perlite, and 3-4 parts native soil, thoroughly mixed outside the hole, and the first 1/2 inch scratched into the bottom of the hole to make a transition layer. A sudden change in soil texture can stop the drainage, and aloes need excellent drainage!
