can i leave my dalias in pots during the winter and bring indoors ,or do i take them out of pot

Yes!
Leave them in the pots and do not water them!
Allow the compost to virtually dry out, what I term" the damp side of dry" and this should keep them frost free.
In spring repot them into new compost.
To increase stock you can either divide them or take cuttings,or both!
