i have a climbing rose that wont flower what can i do

i have found that if you tie the stems as close to horizontal as you can you get more flowers than if you leave it to go straight up.
so with any new soft whippy growth gently bend the stem down and either weave it through the trellis or tie it in with string/twine.
it could just be settling in too.

You don't usually get flowering on climbing roses for the first year, with one or two exceptions - it might just be taking its time and will flower next year. You don't say where it's planted, how much light it gets, whether you're feeding it, etc., so can't advise further.
