The 'Penny Lane' rose I planted doesnt have a scent, why?

I planted it last autum believing the description that it had a good scent. It is as described in every way except for the scent which is of the most importance to me.

Like New Dawn, which Penny Lane is a sport of, the scent is delicate. It's disappointing I know when this happens. It reminds me of something that Helen Dillon said of people who put descriptions to plants; they wear rose tinted spectacles!

This is not a rose I know at all, but unfortunately, it's not unusual for a rose to not meet expectations - the descriptions when they sell them are often either missing out negative stuff, or exaggerating good points.
