First season in and I would say they are up to about 4 feet tall. I have seen them taller though pondside where they are happiest.

Are they like 'Flag' Lobelias? I never know what's meant by that on the plant labels.

I don't know either I'm afraid, sorry. They are obviously perennial and their preferred position is by water, possibly even in it but I am not absolutely sure about that.
