Is this a young-ish tree or is this a 15 footer ?

This plant is around 12 feet / 4 meters or so tall. I'm not sure how quickly this species grows...possible at a moderate rate.

What an interesting looking plant.
Does foliage and flower stay at the top, is that thick trunk naked, is it a tall plant ???
