Yes, this palm is self-cleaning, however, it's best to have the old fronds cut off once every two years.
There's a place called Old Palm Canyon in Balboa Park where hundreds of these palms were planted by the late, great horticulturist, Kate Sessions (November 8, 1857 – March 24, 1940). The trees were planted in 1915. Now these palms pop up all over in that canyon.
