I don't think that's really the case as this plant was put in by a church member at least 3, perhaps 4, years ago & as you can see it's flowering very well. It receives absolutely NO attention whatsoever yet still it grows & flowers every year! ?

That's a beautiful colour Balcony. I had three "garden mums" but this year they all gave up on me. Maybe they only have a couple of year shelf life.
