I have just Been out in the pouring rain to greenhouse and have found this succulent. What is it called and are the red tips flowers ?

Agree with both replies. There are lots of pics on Google that might help you to identify the variety. (By the way its not a cactus - all cacti are succulents but not all succulents are cacti...)
