While doing some spring cleaning in the garden shed in 2008, I came upon some sort of a 'ball', hidden in a corner behind some tools, consisting of dry leaves, old newspapers and plastic bags shredded to pieces, and inside were a few pups (young rats) curled up in their nest.

No, it was the first time. Though we often see their droppings, around the garden.

Yes they are. But I'd rather not have them in mý shed, nor around the garden ;-).

Once, many years ago, the farm behind our old garden was bulldozed to make way for house building and we were overrun with rats. They had never been a problem before, but in the end I reluctantly had to kill them, it was awful:-( My daughter had a pet rat, they are quite intelligent creatures:-)
