A blue flowering plant which makes seed pods having a prickley green outside. Need help to identify. It was being grown in a park in Northern Virginia.

Definitely Datura. If it's anything like D.solanaceae which is readily available here, it's pretty easy to grow from seed. If you like it and can get the seeds (cut the seed head of when it starts to open, scoop the seeds off onto kitchen towel and wipe dry then store over winter), soak the seeds overnight in the spring before sowing shallowly in pots, and the prick out into 3" pots when both of the first (long pointy) leaves are open.
Be careful though, as all parts of this plant are toxic. If you have small children, especially if they're eczema sufferers, this is not the plant for you.
