I think its a periwinkle Meanie.

Also known as Vinca ... they are such lovely flowers. It's a shame they're regarded as a pest in my part of the world!

Why is it so Bernieh?Here in Nepal it is one of the most loved seasonal plant.

The common one here is Vinca minor, which I regard as a weed, yet is sold in garden centres (along with Ivy). It's very invasive indeed!

I would like my vinca to have such lovely flowers, ours here are blue ones.
