It was probably Plumeria rubra 'Celadine' you were seeing in Cyprus. They have very similar flowers, however, Plumeria obtusa is evergreen. Plumeria obtusa 'Singapore' also prefers more of a tropical climate versus a subtropical Mediterranean climate.

This looks like plants i saw in Cyprus last month....they were everywhere and had a lovely perfume....beautiful...:>)
