These Giant-Bird-of-Paradise are about 30ft/10m tall. Photo taken March 15, 2012 in Balboa Park, San Diego, CA.
The leaves need a major cutting back.

Yes, the leaves need to be seriously cut back.
I can almost bet the leaves on these plants are bigger than the ones you posted. The leaves on these plants are most likely 8ft/2.5m long. You're looking at them in a open area verses a contained area. The perception can very deceiving.

Yup, those leaves are certainly tiddly!
Seriously though - the one at the botanic gardens is obviously grown indoors so they have to be very careful not to allow a trunk to develop. Maybe that is why they're so much bigger? Also no wind to deal with.
