This is an old Victorian variety which always attracts attention from visitors when it's in flower

Yes, it's totally hardy. It's an old Victorian variety so you may have a bit of difficulty tracking it down. I suggest either using Plant Finder (on the RHS website) to find a supplier or asking a good Garden Centre to try and get one for you
