I believe it is Sticki, but do not know if it is exactly same species.

Russelia equisetiformis is a beautiful ever-blooming shrub, it can grow very large. There's several varieties. I think Bernieh has the yellow or white one.

This plant is very widely grown here in San Diego because it has an extreme drought tolerance.

Here's a pretty large one located in Balboa Park, San Diego, CA.
