It's pretty unusual for Bird-of-Paradise to have flowers this time of year. It's normal bloom season is from Sept thru May. Photo taken at Crystal Court, Costa Mesa, CA. on June 28, 2014. (the many Caryota species - Fishtail Palms in Background, also).

It's a very common plant here. Some areas it's mass-planted like by the San Diego International Airport (Lindbergh Field).
It's also the official flowering plant for the city of Los Angeles, CA.
